It means that the user is not a TME administrator. Either add his login to any 
of your TME
administrators or create a new administrator with this login. Each TME 
administrator have one or
more logins.
For instance, you can have login root@frodo and it means, that root on box 
"frodo" is able to run
Framework etc. methods and programs. Of course, limited by the roles the 
administrator has.

Do this on desktop in the Administrators collection. Select the administrator 
you want to change
then right-click on the icon and select Set logins.
To create a new administrator, select the Create menu in the Administrators 
collection.
