TME error

When I used non root user login , and I typed 'tivoli' to start TME
framework there is an error like this :

'An authorization error of type "insufficient authorization" occured
Summary of possible error conditions:
"insuficient authorization" means that you have insufficient TME
authorization to perform the operation'

What should I change ?
