I haven't been following your posting that close, so
forgive me if I am asking these questions.

Have you reinstalled the Web Kit after upgrading to
5.1.1?  I think there was some updates in the 5.1.1
web piece that allow it to work with IIS 4.0.  I am
running IIS 4.0, and it seems to work fine, but I
didn't have to upgrade.  There's some notes in the
Readme511.html in the installation CD, concerning IIS
4.0 and Service Pack 4 for NT, see if it applies to
you.
