You are on the right track that this is a language problem, BUT !!!
> problem: Netview installation fail,

> bsl.en_US.pc.loc
Regardless of the indicated message, NetView is expecting to find
IBM-850 (En_US)
Note the capitalization of E, U & S (small n).
You will experience "locale" problems if you use ISO8859-1 instead,
and manage to get past the installation error message.
