netview 5.1 installation problem

Hello:

  Environment: Hardware : IBM RS6000 200mhz 128 mb ram
               OS       : AIX 4.3.2

  Software:  Framework 3.6
             Netview 5.1


  problem:  Netview installation fail,
            missing :  bos.loc.pc_compat.en_US
                       bsl.en_US.pc.loc


  investigation: I searched the sets of OS release :  4.3 , 4.15 , 2.1
                 none of these CDs list the missing packages.

              The netview manual mention these packages as requirement.
              but does not mention if they are part of other
              packages/files.


  your help in getting this matter resolved is greatly appreciated.
