You have to run mapadmin -u <current-hostname> to transfer ownership of the map
to the machine you are on.
NetView "knows" where it is and keeps that info in the databases

Subject: Moving map between NV Servers
Is it possible to move a map from one NetView Server to another???
Running AIX 4.2.1, Tivoli 3.6.1, NetView v5.1.1 on both machines.
I figured I could just tar /usr/OV/databases/openview on one machine and
restore it on the other and that would be all that was necessary.
The problem is that when trying to access that map on the other machine, I
get error:
Could not open map: Publix_Map. Map exists on machine: nv6000
