Heiko,
I had the same problem, even after installing maintenance release 2
which upgrades RME to version 2.2 and CWSI to 2.4. This is a common problem.
Here is a copy of a previous posted answer to this problem from one of my
co-workers.

We had the same problem after installing Cisco Works Resource manager. Here is a
post from Karin Binder from June that helped us out. We also had problems with
the 1600 device files. On the bright side, once we got the bad files out the
maps came back okay.

Do you mean:
ovw -config
ovw -fields
ovw -verify
If not, try those. If you still get the same error, look for 0 byte file in
/usr/OV/bitmaps/C. That has always
resolved the problem for me.

When I arrived at work this morning, my Netview box was frozen (hung,
lock,
crashed.....). After rebooting and starting Netview back, I started

messages, "error during reading background file. Press OK". After all

windows open, (toolbar, navigation, main window, control panel,), my map is
blank. If I open a new map, it also stays blank. No Symbols. I have
already run - netview -config, netview -verify, and netview -fields. No
change. Any Ideas?

2.1/2.3 are not the latest versions. 2.2/2.4 are and these versions
are supported by Cisco on NetView 5.1.2. You can download them from
CCO if you got a login.

Hello,
we are using netview 5.1.2 on AIX 4.2 and CISCO WORKS 2000 (Resource Manager
Essentials & CWSI Campus). Because of the Y2K Problem we used the latest PatchCD
from CISCO to upgrade to Resource Manager 2.1 and Campus 2.3.
Since then, we get the following error during Netview GUI startup: Error
during reading background file. Press OK.
All symbolfiles have "read all" permission!
Maybe you have some idea?
