I'm not familiar with Cisco, but 3Com hardware sends a link up/down when a
workstation is turned on/off. As an aside, our new Dell workstations keep the
link up when they power off (something about the wake-on-LAN). The only way to
get a link down is to pull the plug.
The port is OK, it's just "working as designed". Since I really don't care
about workstations, I disable the trap in the switches. It also keeps my
trapd.log size manageable.
