There is an entirely new web server and you have to install that daemon if you
want it.
All this is explained in the Release Notes.
Please read them CAREFULLY.

Is the NetView Web Server Daemon no longer being shipped?
My installation of AIX NetView v6 did not have the NetView web server.
I checked the install guide and that section is also gone.
