vgactrs.dll (What's it for) ???

On NT... we're trying to setup SMS to do upgrades of our
NetView NT systems from V5.1.1 to V6.0

One problem... when we actually try and do the upgrade we get
an error about the "vgactrs.dll" file not being able to be
deleted because it is open or in-use.

Can someone please tell me who (all) uses this file, and why
we might be having a problem doing an upgrade?
