If your "public" community name is set to read/write, then you are correct.
Anyone can
change it. You would normally have your "public" community name set to read
only, and
then create another one that is read/write. The read/write community name
would be for
limited distribution of course. We are talking about snmp configuration here.
NetView
has no control on how the sys admin person sets up the boxes.

the name of a system and drill down to say "sysContact" I then can SET it
which means anyone on the network can SET these MIB values.
