You need to check the installation guide, available from
www.networking.ibm.com/support if you can't find the copy on the CD. 

There is a group of binary files in /usr/CML/bin called <filename>.sh,
where <filename> matches the product you are installing (Element
Manager, Suite, LANReMon, etc.) You simply run this file from the
command line (it's not a shell script, despite the name), and you'll get
the license entry screen.  You need the customer number (not yours, the
one on the license sheet) and the license key.  Next time you start
NetView and Nways, the product will pick up the permanent license.  In
Nways 2.1, the license is entered in the /var/ifor/nodelock file.  TO
see the nodelock file, you can just cat it out, or run /var/ifor/i4nat. 
If you don't have i4nat, you'll need to find your AIX install CD and
install the i4ls compatibility package.  

If you still have problems, append a note on
http://www.networking.ibm.com/support and go to the forum area, select
Nways version 2 for AIX, (enroll if you haven't already done so), and
post an append.
