Yes. That is correct.  To turn a MIB into a trap it must contain trap
definitions (either TRAP-TYPE or NOTIFICATION-TYPE) and you must first use
mib2trap to produce an addtrap script which can then be used to
update trapd.conf

It will allow you to use the new MIB OIDs in the Compare MIB Variable or
Set MIB variable provided what you did was load an SNMP V1 MIB with the
SNMP V1 loader, xnmloadmib.  If you use a V2 MIB which you load with the
SNMPV1/V2 loader, xnmloadmib2, you will not see the new OIDs in the ruleset
dialog.  You can still type the value in manually however.  In fact you
don't have to have the MIB loaded at all for that to work.
