Unable to start the local dispatcher

I recently performed a system backup/restore of my AIX 4.3 running Framework
3.6 and Netview 6.0.1. After the restore, Framework seems to be acting
wierd...keep getting local and destination dispatcher errors, no matter what
I do....any ideas?
