     What version of the jre are you running?
     
     You should be running 1.1.3. If you downloaded the new version from 
     the java.sun.com web site you may experience problems. Sun modified 
     their environment so that some things may not work right with the 
     Netview web client. Try getting a copy of the correct version from 
     someone in Tivoli support.
     
     Make sure also that you have added the '-mx64m' runtime parameter to 
     the jre.

Thanks for your comments, however I have closed out the web client and 
restarted netscape with the same results. I have also use Internet Explorer

Sounds like it directed Netscape to open a new browser window.  It 
likely overlaid the one you started, with the same dimensions, so it 
would appear to have greyed the "back" button.  Try moving the 
Netscape browser and see if your original one is underneath it.
