you should:
1) ... use the tme10 mailing list for tivoli framework related problems
   subscribe tme10:

   search tme10 archive:       http://www.integrate-u.com.
2) ... use an actual tivoli framework version (3.6.x / 3.7b)
3) ... ensure that your cdrom is still mounted, index files (*.IND) should be
there,
    check that links were created as listed in /tmp/tmeCDROM/wpreinst.sh script,
    check access rights on the directories ....
