If you are on an AIX host, there is the little know but vital variable that 
must be set for NetView 6.X as follows when using an emulator:

XENVIRONMENT=/usr/bin/X11r5/Motif1.2

Note that in AIX 4.3 that the XENVIRONMENT by default is 
/usr/bin/X11r6/Motif2.1.  NetView definitely want s the X11r5/Motif1.2 
combination.

Furthermore, you also must install:
X11.compat.*.*  (In particular X11.compat.lib.X11R5).
bos.compat.*
