Problem Installing Framework 3.7b

I am running AIX 4.3.3 (new install) and am installing Framework 3.7.B as 
instructed in the road map. (clean install). I am unable to start the tivoli 
desktop. the oservlog shows the following error:

/usr/local/Tivoli/bin/aix4-r1/TMF/BASESVS/TNR-prog1 exited unexpectedly status 
= 5

has anyone encountered this before. i checked the archives but can not really 
find anything exactly this error. I am also working with someone in support but 
havent succeeded in resolving this problem (we took care of other ones such 
port 94 unavailable and destination dispatcher unavailable). Support also had 
me reinstall framework which i did and I even reinstalled AIX 4.3.3. 

I was able to install framework 3.7 on a different system before but following 
the road map it says only to install 3.7.b if its a clean install..

any suggestions.
