I don't know who told you to re-cycle nvcorrd, but that is not really
necessary, provided all you are trying to do is change a ruleset in
ESE.automation, and you have no other rulesets running which have action
nodes in them, which might fail as a result.
actionsvr loads the rulesets in ESE.automation and when he goes away,
nvcorrd stops running them and unloads them automatically. So you can do
the less-disruptive change of just ovstop / ovstart actionsvr. That way
your user event windows can stay open. Of course, if those are running
other rulesets which have actions in them, you may lose those actions while
the actionsvr re-cycle takes place. Some folks do have actions running out
of event windows or even in their TEC rulesets being run by nvserverd.
I suspect that what you were told was with the best of intentions how not
to have any unexpected side-effects (such as rulesets in user windows or
for TEC forwarding with actions in them that might fail) by restarting the
whole mechanism. But that is not always necessary if you are careful
about what you are doing.

After recent conversations with support, I was told cycle NVCORRD not just
actionsvr.

Jeff,
restart daemon 'actionsvr', and you can see if your new ruleset has been
successfully registered in /usr/OV/log/nvaction.alog
