Authirity access to Netview Maps

Hi,
we are some people deat works with  Tivoli Family products, where a problem
with "Authority access for Netview Maps".
We have need of a user that when logon in Tivoli Netview Maps must be "READ
ONLY", also if 
this one is the first user when logon in Tivoli Netview , and then root user
is always read-write.
how do it do this ?
