"Unstartable" means that some prior daemon in the hierarchy is not running.  You cannot get the "unstartable" ones up, until you get their predecessors running.
You can see what those are if you browse /usr/OV/conf/ovsuf.  

Is ovtopmd the only daemon which is not running but is not "unstartable"?  Then he's the one causing the holdup of the others.  Solve his problem and you can probably get the others going.   The only problem with ovtopmd I remember from 5.1.2 (it is out of support) is not having the Tivoli environment sourced before you start all the daemons.  Is ovtopmd exiting with a 255 return code?  (ovstatus  will show you if you don't remember)   Then that is most likely the problem.  To solve it, issue first
(1) ovstop nvsecd
to bring everybody down.   Then source the Tivoli environment
(2)  .  /etc/Tivoli/setup-env.sh  
and don't forget that there must be a  "dot space" before that first slash.  Then issue
(3)    ovstart -v

Hope this helps.
You could do yourselves a big favor by getting on to some current code.

Hi All:

We recently migrated our NV server from token ring to ethernet along with
an IP address change.  Ever since that migration we have not been able to
get certain daemons to start. (netmon, snmpCollect, nvot_server, cmld, all
report as being UNSTARTABLE) also ovtopmd - reports as being not running.

We have also done the /usr/OV/service/reset_ci as well as xnmsnmpconf
-clearCache.

Any help to get us in the right direction would be appreciated.

OS: AIX 4.3.x
NV: 5.1.2
