We had the same problem.
For us the problem was a cisco router.

I built a seed file with the adresses of the router in it.
Delete the map and database.
No success.

I put the adress of the router, that is in the segment of the netview
server, as the first one in the seed file.
Delete the map and database.
No success.

The adress that i put as the first one in the seed file was an adress of a
vlan configured in the router.
I  put an adress of a physical port of the router as the first one, instead
of the the adress of the vlan of the netview server.
Delete the map and database.
At last it's working !

That did the trick for me.

BTW,  using the grep for ovwdb, you can see the size of your cache.
Remember, the cache size is supposed to be at least 20% more than
the number of objects in your db.

ovobjprint   -S     shows you how many objects are in your db

So, your cache size is   5000.  Is the number of objects in your db
less than 4000?  If not, increase your cache size using smit.  I believe
you'll have to shutdown NV and restart it to make the cache size
increase effective.

This is for the AIX version.
