Not sure what other responses have come out, and I am not exactly sure what
you are lookinf for here, but a simple application to report on ports open
(and responding) is nmap (www.nmap.org). Freeware, will get you started.
If you are looking for something built into Netview, cant help you.

Does anybody know of a way to test the availability of UDP ports on devices
?
I would need to be able to monitor that the same way than I can do for TCP
ports with nvsniffer.
We have had an outage with a DNS/DHCP server not responding. The daemons
are being monitored with a Tivoli agent but the daemons were up so the
agent didn't see anything... I need to have an alert generated if the
server is unable to answer queries. I can do a test with nslookup for the
dns but how do I test the DHCP port ?
