I found these in the /usr/OV/conf/netmon.conf file on my 7.1.3 Netview:

# Set to TRUE to report duplicate IP addresses, don't remove them.
#NV_NETMON_REPORT_DUP_ADDRS_ONLY=FALSE

# Set to TRUE to generate a duplicate event as in v5
#NV_NETMON_GENERATE_DUP_ADDR_EVENT=FALSE

So, it looks like this would be the appriate place to turn it on.

I haven't tried them myself, though.

I found this post in the archives. Is this accurate for version 7.1.3?

"This functionality was re-added to version 6 as part of APAR IY23019. It
was included in maintenance release 6.0.3 for version 6 and maintenance
release 7.1.2 for version 7. 

To enable the generation of the duplicate IP Address event, an environment
variable needs to be added to the "/usr/OV/bin/netnmrc.pre" file. Add the
following variable: 
NV_NETMON_GENERATE_DUP_ADDR_EVENT=TRUE.

You will have to restart all daemons (including nvsecd) for this variable to
be added to NetView's environment "
