No. You need nvsecd for the security check, just like most other NetView commands. But just about anything you can do with event, you can do with snmptrap, and there is an unsecured version of that, snmptrap_unsecure. But NetView's snmptrap requires access to shared libraries in /usr/OV/lib. If you need one that runs on a box that doesn't have NetView installed, use the snmptrap executable from MLM.
