There are unsecured versions of all the snmpxxx utilities in
/usr/OV/security/cmds by default. They've been there since Version 6.0 at
least and we are still shipping them in 7.1.4. Some people copy them to
/usr/OV/bin. it all depends on who you want to have access to them. See
the README in /usr/OV/security/cmds.

No. You need nvsecd for the security check, just like most other NetView
commands. But just about anything you can do with event, you can do with
snmptrap, and there is an unsecured version of that, snmptrap_unsecure.
But NetView's snmptrap requires access to shared libraries in /usr/OV/lib.
If you need one that runs on a box that doesn't have NetView installed,
use the snmptrap executable from MLM. The syntax is a bit different but
that's all.
