Bruce,

With NV on W2K you can set this from the GUI.

Tivoli NetView-->Administration-->Server Setup
Daemons-->snmpcollect
change "Defer Requests on Down Nodes for <NNN> Minutes" 

Note you should use care in setting low deferral values - it increases the
load on the nodes and increases network traffic.
