first of all what kind of events do you receive?
for the first question: there is a special field in netmon seed editor
for HSRP devices (cluster) but I think this is about routers only...not
sure; maybe someone can told us exactly
for the second question: I'm not sure you can do such a discrimination
on win2000 ..I think you can easily do it with Ruleset editor which is
provided only on *NIX versions of NetView
