I had some interesting results with playing with this.
I have one map and it is called "default". With netviewd running I was
unable to unmanage/manage nodes using nvmaputil when there was not a default
r/w map open. I copied the netviewd.lrf file to netviewd_default.lrf and
added the -map default option to the file and then registered the daemon and
started it and now I can use nvmaputil without a r/w map being open. My
question is, could I have done the same thing just by adding the -map
default option to the netviewd.lrf that was already registered?

This error occurs if the default map is not called "default"
I do not use a r/w map and it works fine.

Paul,
With netviewd running and no UI I get the same error message. Only with a
R/W map open can I use the utility. I assumed that netviewd would allow this
to work as well but that doesn't appear to be the case. Am I missing
something?

No, but netviewd will work so that you don't have to have one up
on the console.
