I have resolved my problem. Although I want to use the new netview.rls ruleset, I do not want to upgrade my TEC from 3.8 Fixpack 1 to 3.9, at this stage. It looks like the tl_ primitives come in the tracelog.wic file in the TEC_TEMPLATES directory of a TEC 3.9 rulebase. I have copied all the new template files from a 3.9 rulebase to my 3.8 rulebase, and it all seems to work. I'm probably stoking up something horrendous to come and bite me in the future, but I should be able to update my TEC properly in a short while.....
