[nv-l] [EC] tl_init tl_str primitives in netview.rls

The new netview.rls with NetView 7.1.4 has changed the output logging 
slightly and uses the "tl_init" primitive (I think) to setup the logfile 
and then uses "tl_str" primitives to write to that logfile in most of 
the rules.  With tracing turned on, each of these primitives fail so 
none of my "real" actions get actioned on.  I cannot see any reference 
to these primitives in any of the manuals.
Can anyone elucidate 1) what they are?   2) How to make them work?
