  You may find some of what you need, if you research the "Cisco router Service Assurance Agent (SAA)", which is also known as the "Response Time Reporter (RTR)".  For an out of the box solution, you may want to look at "Vital Suite".

Q1:  Our Client want us to be able to monitor Delays, Jitters, Latency, % Utilization, Bit Error Rate on the Cisco Devices on the Network ...
Any Idea How to this?
