Is the IP address of the interface that represents that link represented on the map? Was the outage as long as your polling cycle? The polling cycle is 5 minutes by default and is set under 'Options..SNMP Configuration'. Check in /usr/OV/log/trapd.log around the time of the outage to see what events did occur at that time. Are the events present but the map is not changing color? Is your map fully discovered, with all networks connected by lines? Netview is very good at detecting outages, usually, so I suspect that you are just experiencing some 'getting started' problems.
