Fairly simple; you have two native (X-windows) consoles open. The two choices you see are the maps opened on each of these two native consoles. Something is a bit off in your installation since there should be one read-write console active and that is the preferred one to view with the Web Clients. That should be one of the X-windows consoles or the netviewd daemon's non-display version of the default map. Make sure netviewd is running (ovstatus netviewd). Then you will see three choices and the read-write view is preferred because it picks up administrative changes automatically and read-only maps do not.
