Here is what was wrong.
My Connection was as such:
NetviewServer(Solaris 9) <----> SUN RAY SERVER (solaris 8) <-->SUN RAY CLIENT.
1- from SunRayClient, "run xhost +"
2- telnet to NetviewServer and login
3- run using ksh, DISPLAY=SunRayServer:0.0 ==> WRONG !!!!!
3.1 - Should have first inquire what is the DISPLAY variable on my SunRayServer ..i.e first run echo $DISPLAY on the SunRayServer, in which case it was ..":12.0" ....
3.2 - then change the DISPLAY var on SunRayServer to be DISPLAY=SunRayServer:12.0; export DISPLAY
4 - set the DISPLAY var on the telnet session to NetviewServer using ksh, DISPLAY=SunRayServer:12.0; export DISPLAY;
5- test by launching .. "admintool &"

I am fairly sure that Solaris can also be coaxed not to listen on the X port. This doesn't really sound like a NetView problem at this point, it looks like there is a problem with running X-applications remotely.
