Mike,
This is a map setting. Open you map, go to Edit > Modify/Describe > Map. The next window will be "Map Description", under the "Configureable Applications" heading, click on "IP Map" the on
"Configure for this Map". In the next window the last question will
be "Should ipmap overide user symbol customizations?". Set this to false, click OK all the way out and then make your changes. They should be permanent at this point.

I have changed some icons, device symbols, and when I close and
reopen the gui (going again to the current map) the symbols
revert back to the original.

I created a map 'World' and in File->Open Map I see World
existing as Read/Write.
