Mike,This is a map setting. Open you map, go to Edit > Modify/Describe > Map. The next window will be "Map Description", under the "Configureable Applications" heading, click on "IP Map" the on "Configure for this Map". In the next window the last question willbe "Should ipmap overide user symbol customizations?". Set this to false, click OK all the way out and then make your changes.
