I haven't tried with RHEL 3.0 but RedHat certainly used to ship the SNMP

agent with earlier versions such that it only responded to MIB queries 
from the system table.  Mark's SAMPLE2 snmpd.conf shows setting a view 
called "all" which solves that problem.

What version of SNMP agent are you running on your RHEL?  There is a 
note in the NetView 7.1.4 Fixpack 3 README that says:

IY56765   UNIX      Demand poll fails on SNMP V3 for the Linux platform

PS. NetView 7.1.4 Fixpack 3 was released on April 1st, 2005.  No real 
new functionality but lots of fixes.  It can be obtained from 
http://www3.software.ibm.com/ibmdl/pub/software/tivoli_support/patches/p
atches_7.1.4/
