I'd suggest both.
Critical functions (NV/TEC, FWK TMR) on AIX, and interface functions
(Gateway, User Interface Servers like TEC Client, WHC, and Desktop) on
Wintel. Using the Wintel in the mix also give you the ability to
authenticate users with AD or whatever Wintel-based directory you're
using.
If other orgs are supporting password resets and such, you can farm out
a number of the 'user management' functions, and concentrate your
time/efforts on the back-end work.....

Netview is better on Unix, either AIX, Solaris, or Linux, where it has
more function. I cannot speak for the rest of the products.
