It also can depend on whether the oid of the device, as defined in oid_to_type, has the 'S' flag set. The CiscoWorks integration sets most Cisco routers to S, meaning that the addresses may be deleted and added repeatedly so don't bother to delete them on the config poll. Check the snmpwalk of the device and make sure the devices are actually removed from the mib. There are a number of devices that will not update the mib properly.
