Well, you can try asking more specific questions here and see whether
someone can help. Or you can open a problem to Support and ask them to
help you write something. But they aren't going to know what "telecom
events" are either, so you'll have to provide them with examples of the
traps you want to correlate and automate on.
But at bottom, writing rulesets is a programming exercise and you just
have to start coding and see what you can do. Trial-and-error is the only
teacher here.

IBM has no samples specifically dealing with telecom events, whatever those
are. There are some old redbooks which talk about writing rulesets if you
are looking for more general help, specifically
