This error is being generated from Netview via the message catalog /usr/OV/nls/C/cmot.cat.  This is a general indication that a UDP packet has been lost.  As UDP does not care, this could (in some instances) be classified as a warning.  A side note, you appear to have received an ICS error which as far as I can tell is generated from a Ximp dynamic loadable module.  If this is the case, Ximp as a mechanism to load the dynamic loadable object is not guaranteed.
