The answer to both questions is "no".
However, I did post a document I wrote on ruleset performance tips July 31.
If you send this:
search nv-l ruleset from 1998/07/30
to listserv@ucsbvm.ucsb.edu (not to NV-Ll !!) it should send back a list
of documents from that date forward having to do with rulesets and
instructions on how to get them.
