What version of NetView are you using?
The Version 5 Release Notes recommend you put ulimit statements in
/etc/rc.nfs or /etc/Tivoli/oserv.rc to avoid any such problem like this.
See page 33:
ulimit -c unlimited
ulimit -f unlimited
ulimit -m unlimited
ulimit -t unlimited
ulimit -d unlimited
ulimit -s unlimited
