NV5 installation

It seems that I have been stuck in somekind of inbetwen.

All files in /usr/OV is gone.
When I try to create NV server from the Policy Region it says:
<hostname> already has the [component] istalled 
and then it fails saying:
required fileset is missing [nv6000.base.obj]

The Framework seems to think that NV is installed.
How do I correct this ?
