Passing on match of collected nodes

To all,

I have been trying to figure this out for a while now and I can't make the
connection.

I am trying to modify my ruleset to inform me when critical nodes or
interfaces go down. I created a collection of nodes that are non-critical
and want to have my ruleset block passing the node/interface down event if
it comes from a node in the non-critical collection. Is this possible? If it
isn't, it should be.
