The NetView NT Web needs to be installed seperately from the product
install (unlike Unix where the web portion get installed with the product
install) It sounds like you have not installed this yet which is why the
only web page you get is the IIS screen. There is a web setup program in
the same directory on the NetView CD as the program setup...

Once NT web kit is installed, it uses port 80 by default

NetView web for Unix and for NT have some various differences. Much like
the way the NetView product for Unix and the NetView product for NT are
different. Some features are similar such as MIB Browser however events
and submaps are handled differently on the different platforms. The NT web
client has some added features that the Unix web client does not have...

NT Web does not use Apache it uses IIS

I know there are RED Books on NetView that cover web functionality but I am
not sure if there are any specific Red Books that deal exclusively with the
NetView web client... As an IBM employee, you should be able to look that
up somewhere right? ;-)
