It cannot be done.
There was an agreement between IBM and HP when IBM originally
licensed the OpenView code from HP.
It was that HP would not build OpenView for the AIX platform and
IBM would not build NetView for the HP platform.
That said, you have to install NetView on one of the supported
platforms, AIX, Solaris or DEC.
You can install NetView from an HP TMR server onto one of these
supported platforms with the "HP NetView Patch" that is available
from Tivoli support. I do not believe it is included on the distribution

NetView CD like the other platform patches are.
