About Trap Settings module

When i try to run the Trap Seetings under Task program menu, i suddenly got
this error dialog box:

Trap Settings is already running
Modifications are disabled.
And after that it will open trap settings dialog box with all disable push
buttons.
 I check out and no other process is running. Any idea why did it start
suddenly.
