I knew version 5.1 by default had no security enabled, so any one can
look at the web pages. Maybe they decide to disable anonymous access.
Also, I thought I read somewhere they started to support IIS 4.0 in the
newer version. If I remembered correctly, I had trouble with version
5.1 using IIS 4.0 because some the default directories were different.
The way I got it to work with IIS 4.0 was load IIS 3.0 then upgrade to
4.0, so it maintained the old directory structure.
