Unless I missed it, it appears that page 3-1 of the DM User's Guide for 3.6
is missing the critical point that in order to use TME10 DM, the gateway
(which is also a managed node with full framework) that hosts an endpoint,
must also have the DM application installed.  Otherwise, after going the
distance with setting up a policy region, creating a profile manager,
setting up subscribers, creating an indicator collection, and attempting to
distribute the monitor to subscriber(s), an error message will be generated
indicating that a resource could not be found.

In addition, the error message generated does not indicate "where" the
resource is searched for, thereby hinting, at least,  which device should
have the resource.  A better dialoge could be "(resource) not found on
(gateway).  DM may not be installed".
